Impact analysis
A missed grant round means the town either delays park upgrades or funds them locally, likely with rec impact fees as the matching source.
Eventually, park users — if the town invests in a master plan, future upgrades could better match what residents actually want.
Short-term, families waiting on the bigger playground and parking upgrades see those pushed back a funding cycle.
