Civic issues
Topics getting the most attention in Salem public meetings, ranked by how frequently they come up.
Town Forest Stewardship
Hunters pushed back on the January ban on baiting, arguing it's legal, regulated by Fish and Game, and actually safer than dispersed hunting. The commission reversed course with tight conditions — archery only, deer only, residents only, no Town Forest baiting, and harvest reports required.
Fireworks Return?
The budget includes $45,000 for town fireworks paid from charitable gaming revenue — no direct tax impact. Some members still questioned spending it when nearby shows exist; Council rep Hatch says residents complain about their absence.
Caboose at Depot Park
The Friends of the Salem Bike-Ped Corridor acquired a caboose for Depot Park and will build track for it next to the Rail Trail — a roughly $150,000 privately funded project with formal town acceptance expected in the spring.
Millville Beach Cleanup and Old Bathhouse
A volunteer cleanup day is set for Sept. 19 at 9 a.m., and the committee wants new picnic tables to replace rotted, dangerous ones. The old bathhouse may contain asbestos and needs to be addressed.
Gaga Ball Pit Eagle Scout Project at Hedgehog Park
Salem High sophomore Lincoln Moss proposed building an eight-sided, ADA-accessible GAGA ball pit at the park, funded by his own spaghetti-dinner fundraiser, installed before Memorial Day. The committee endorsed it; the town council has final say on accepting the donation.
Hedgehog Park Basketball Court and Pavilion Improvements
The town wants to replace the pavilion with a much larger 3,000-square-foot shelter at Hedgehog Park — a nice recreation upgrade the board supported.
Year-Round Operation of Hedgehog Park
Hedgehog Park opens Memorial Day weekend (May 23) with a new parking-pass system, and officials are exploring keeping it open year-round if the Friends of Recreation group pays for plowing. A bigger accessible restroom trailer is in place while permanent restroom options are studied.
CART on-demand transportation cut
The Council cut the CART bus subsidy by $30,124, which reduces the on-demand ride service to three days a week starting January 1 — a real loss for seniors and residents without cars who rely on demand rides.
Community Donations for Parks and History
Two public hearings produced accepted donations: $9,200 from the Friendship and Garden Club for plantings and a bench at Michele Memorial Park, and $11,430 from the Salem Historical Society to repair gravestones at the 290-year-old Salem Center Burying Ground.
Hedgehog Park off-season access
Park pass sales jumped from 233 residents in 2024 to 414 in 2026, but residents can't buy season passes at the gate — a big frustration for people who work until 7 p.m. The committee wants an online or on-site purchase option before next season.
Halloween Trunk or Treat planning
Planning for the town's Halloween Trunk or Treat event was on the agenda. This is a family-friendly community event run through the Recreation Department.
Hedgehog Park update
A member asked why dogs are banned at Hedgehog Park when town forests allow them. Staff explained the risk of fecal contamination in the non-flowing pond water; the committee agreed to study options like off-season or time-limited access.
Salem Community Road Race turnout
The Aug. 22 road race — a 2.5-mile family-friendly run/walk tied to Salem's 250th celebration — has only about 20 sign-ups. It also wraps up the community food drive with over 400 items donated so far.
Upcoming community events
The September 22 road race doesn't have many sign-ups yet, so the committee is pushing for better turnout.
Temporary Event Permitting
The town is now requiring temporary event permits for big community events — Family Fun Day, a charity boxing event, and a 700-person church summer bash all got board sign-off with parking and traffic coordination.
Town Forest maintenance and volunteer program
Conservation committee complaints show hundreds of abandoned dog waste bags at the Town Forest. Councilor Stramaglia warned owners to clean up or dogs could be banned and fines up to $1,000 apply.
Rail trail timing at Tuscan Village
The rail trail along Tuscan's frontage should start construction in 2027, but the planned Brunello Road crossing is out of the current scope, and the board worries the developer keeps getting occupancy before finishing obligations like the rec park.
New signs for Norwood and Stramaglia conservation areas
The town closed on the Norwood Road lots in July and will now post two signs there, plus a two-sided sign on North Main Street honoring the Stramaglia family, who sold the land for $1. Total cost: $5,838.
Mount Pleasant Cemetery Conditions
Councilor Stacey relayed complaints about the older section's grass and dusty dirt road; the Municipal Services Director will look into it.
Hedgehog Park LWCF Grant Project
The state grant reviewer said Salem's next funding application would score low without an updated, data-driven master plan for Hedgehog Park. The town was hoping for money to extend parking and make the playground ADA accessible. The park still opens June 20 with the current round of improvements nearly done.
Youth sports field shortage in Salem
The Salem Rams practice at cramped, poorly lit fields on Northeastern Boulevard and worry they could lose access at any time. They're asking the town for a reliable practice space and floated examples of municipal athletic complexes in Massachusetts and South Carolina.
Former Wastewater Treatment Plant Redevelopment
The town spent heavily remediating the 32-acre Sarl Drive parcel and can't recoup that by selling it. The council wants staff to study multipurpose recreation fields there, possibly with a permanent home for the Salem Animal Rescue League and a future home for the Salem Rams.
Proposed Eagle Scout kiosk at Hedgehog Park
Fifteen-year-old Scout Odin Bradley pitched a new kiosk at Hedgehog Park to replace the beat-up one, with trail markers and consolidated signage, possibly by September 2026. He also floated an observation deck idea at Linwood Park.
Town Forest parking lot acquisition
The commission is trying to buy the only parking lot for the Town Forest from the state DOT through a surplus land process — a project that could take months or years but would secure long-term public access.
Town Forest kiosk vandalism
Someone has been yanking at the new kiosk doors. Members want a second lock added top and bottom before the display cases get broken.
Millville cleanup and Jimmy Rae Memorial Rock relocation
The Town Council unanimously approved moving the Jimmy Rae Memorial Rock at Millville, and Merrow Excavating has agreed to do it for free as a community project. Boy Scouts and ROTC students may help clean up the park before school lets out, with the Millville Lake Association possibly providing food.
Gear Library proposal
Corinne Gordon reported the Boys & Girls Club is interested in hosting a gear library after the library didn't respond, though the club asked for patience during its summer camp prep and leadership transition.
Field of Dreams Management Agreement Addendum
The town is now letting Field of Dreams host third-party events (with town approval, insurance, and limits like six large events a year) instead of cracking down on contract violations. Some residents say the town should have enforced the contract; the council says this fixes the season ahead of a new agreement in February.
