Civic issues
Topics getting the most attention in Salem public meetings, ranked by how frequently they come up.
Fireworks Return?
The budget includes $45,000 for town fireworks paid from charitable gaming revenue — no direct tax impact. Some members still questioned spending it when nearby shows exist; Council rep Hatch says residents complain about their absence.
Caboose at Depot Park
The Friends of the Salem Bike-Ped Corridor acquired a caboose for Depot Park and will build track for it next to the Rail Trail — a roughly $150,000 privately funded project with formal town acceptance expected in the spring.
Water and Sewer Enterprise Funds
Member Alexei Popov flagged an opportunity in the water fund. Since enterprise funds aren't taxpayer-funded, they'll be reviewed after the other priority areas.
5 Frary Street lot unmerger
The council granted a request to unmerge involuntarily merged lots at 5 Frary Street, but Shore Drive neighbors complained they never saw a plan showing the separated lots and felt shut out of the process.
T-Mobile Antenna Leases on Water Tanks
The council extended T-Mobile leases for cellular antennas on the Lawrence Road (to 2061) and Howard Street (to 2057) water tanks — steady lease revenue for the town on infrastructure it already owns.
Community Donations for Parks and History
Two public hearings produced accepted donations: $9,200 from the Friendship and Garden Club for plantings and a bench at Michele Memorial Park, and $11,430 from the Salem Historical Society to repair gravestones at the 290-year-old Salem Center Burying Ground.
Birches Academy Student Patio
The charter school on South Broadway wants to fence in an existing paver area to create a patio space for students. The board has only an advisory role for schools but was fine with the plan.
Halloween Trunk or Treat planning
Planning for the town's Halloween Trunk or Treat event was on the agenda. This is a family-friendly community event run through the Recreation Department.
Community Events and Traffic Safety
Two events came before the board: a Salem Woods anniversary party on September 15 and a public car show at 34 Pelham Road on October 4 expecting 60-80 vehicles. The chair flagged the need for a police detail at the car show to prevent parking problems along Pelham Road.
Disbanding the Open Space Task Force
With the open space master plan complete (it hadn't been updated since 2010), the task force is done. The commission says it will still use the plan to hunt for parcels worth conserving.
Meadow Glen Easement ATV Violations
ATVs and motor vehicles keep turning up at the Meadow Glen easement where they're not allowed. A warning sign is going up — with a small budget bump to match the real quote.
First ZBA fee schedule update in ten years
Filing a zoning appeal is getting pricier: abutter notice fees double from $5 to $10, applicants now pay $15 per notification sign, and there's a recovery fee if signs aren't returned within seven days.
Wetland buffer restoration follow-up
After 18 Shannon Road disturbed a wetland buffer, the Board flagged that future cases should include post-construction monitoring to make sure restorations actually take.
Upcoming community events
The September 22 road race doesn't have many sign-ups yet, so the committee is pushing for better turnout.
Tuscan Village Artwork Murals
The casino formerly approved as 'Live' will rebrand as Rockingham Grand Casino, reallocating wall signage and adding a mural of historic racetrack images on the Pleasant Street facade, with opening targeted for mid-2027.
Temporary Event Permitting
The town is now requiring temporary event permits for big community events — Family Fun Day, a charity boxing event, and a 700-person church summer bash all got board sign-off with parking and traffic coordination.
New signs for Norwood and Stramaglia conservation areas
The town closed on the Norwood Road lots in July and will now post two signs there, plus a two-sided sign on North Main Street honoring the Stramaglia family, who sold the land for $1. Total cost: $5,838.
Garage setback encroachment waiver at 73 Haverhill Road
A homeowner built a garage foundation 6.3 feet inside the required side setback without first pulling a permit. The board weighed whether an honest mistake plus the cost of demolition justified letting it stay. The neighbor next door sent a letter saying it doesn't affect them.
New public notification signs and ZBA fee increases
Applicants will soon have to post QR-coded signs on every street frontage 10 days before hearings — a much more visible notice than newspaper legal ads. Fees rise to cover costs the town has been subsidizing for a decade.
Jamestown Canyon Virus Detection
The town's first mosquito-borne virus detection in several years was reported, though follow-up tests were negative and robust testing continues.
Revised Budget Committee bylaws
The committee was scheduled to consider adopting revised bylaws, which govern how it operates and votes. Changes could affect meeting procedures and member conduct.
Solid Waste Code Updates
Chapter 409 is getting housekeeping updates, including dropping the unused small-business hauler category that was hard to police. Second reading August 3.
Budget season schedule
The committee reviewed a preliminary schedule keeping the traditional delivery of school budget books the Friday before Thanksgiving, with a December 2 presentation, December 3 deliberation, and final votes the following Wednesday. Formal adoption is expected August 20.
Town Hall–courthouse footpath
The old bridge between Town Hall and the courthouse was removed for safety reasons. DPW plans to build a five-foot footpath with a pipe crossing instead — no new bridge, no cost to the conservation commission, and no impact on parking.
Proposed Eagle Scout kiosk at Hedgehog Park
Fifteen-year-old Scout Odin Bradley pitched a new kiosk at Hedgehog Park to replace the beat-up one, with trail markers and consolidated signage, possibly by September 2026. He also floated an observation deck idea at Linwood Park.
Cassella Waste Management phasing at 53 Pelham Road
Cassella wants to phase its previously approved 2024 project — deferring two building additions and reactivating a floor drain with wastewater changes. The board had no concerns.
Town Forest kiosk vandalism
Someone has been yanking at the new kiosk doors. Members want a second lock added top and bottom before the display cases get broken.
Data center zoning
The board discussed whether Salem needs a data center definition, but most members figured the town lacks the land for a major facility and skipped acting on it.
Gear Library proposal
Corinne Gordon reported the Boys & Girls Club is interested in hosting a gear library after the library didn't respond, though the club asked for patience during its summer camp prep and leadership transition.
Affordable housing impact fee incentive
The Board signed off on cutting impact fees 60 percent for six affordable units in a 55-unit age-restricted project at 380 Main Street — a housekeeping fix that keeps the town's affordability incentive working.
Change of regular meeting schedule
A proposal to move regular committee meetings to the third Thursday of each month at 7:00 PM. If adopted, residents following budget deliberations would need to adjust to the new schedule.
State Leases at the Court House
Two state leases at the courthouse were renewed for three years, bringing in roughly $1.3 million in rent revenue with modest annual increases.
Discontinuance of Old Haverhill Road Segment
A leftover piece of the pre-1958 Main Street layout near 354 Main Street was formally discontinued after a public hearing, cleaning up an old records gap at the property owner's request.
Fisk and Soule School Playground Fundraising
The Fisk and Soule School PTA is raising money for playground improvements at the schools.
Recreation Impact Fee Fund Balance
The recreation impact fee fund stands at $729,126.40, with no fees expiring this year except some under the LWCF program — money available for future park projects.
Senior Recreation and Safety Programs
Two new fitness classes for seniors run by the Recreation Department, plus a police-taught self-defense class for seniors.
Rain barrel program at risk
Only 13 of the 40 rain barrels needed have been sold, putting the program at risk. The commission floated extending the ordering window and buying barrels for Hawkins Farm, where older gardeners struggle to carry water.
Rail trail winter plowing complaints
Councilor Stramaglia has fielded complaints that the rail trail isn't being plowed and that private plowing is dumping snow onto the trail. He said he'll look into it.
233 Lawrence Road office-space finish for landscaping business
Belko Landscaping can now finish 809 square feet of existing unfinished space in its warehouse as office space — no exterior changes, no new traffic. The company just has to pay the impact fee difference.
Charitable gaming funds awaiting a purpose
The town has collected nearly $90,000 in charitable gaming host fees over two years and hasn't decided how to spend it. Staff will bring ideas to the Council.
127 Shadow Lake Road shoreline stabilization
A homeowner is seeking a state expedited wetlands permit to stabilize a bank where muskrats have burrowed under his house and deck, using wire mesh; the commission waived intervention after discussing muskrat protections.
Tax Increment Financing Education
The committee wants Derry's economic development director to return for a deeper look at TIF districts and other economic development strategies Salem could adopt.
Salem Youth Soccer to Manage Morse Field
Salem Youth Soccer will run and maintain Morse Field for three years under a new agreement with the town.
Rail Trail Phase 6 Completion
Phase 6 of the bike-ped corridor is built, and the council green-lit the paperwork to close out the federal grant that helped pay for it.
Two-lot subdivision on Millville Street
A half-acre parcel fronting three streets gets split into two quarter-acre lots, matching the small early-1900s lots nearby. A prior variance made it possible.
Winterfest 2026 and spring recreation programming
Winterfest 2025 was a huge success and returns in 2026. Spring events include an Easter Egg Hunt on March 28 and a Fishing Derby on May 2.
Millville Beach Committee coordination
The committee plans to work with George Fredette and may cut a path to "THE ROCK" — possibly moving it so it's visible to all, an idea credited to Paul Pelletier.
Abutter notice practices
An abutter at 14 Samoset Drive said he never got plans showing the driveway, runoff or roof design — the town only mails notices, not the packet. He was visibly frustrated the boards and applicant didn't make that clearer sooner.
